you should do a police type game where you have to enforce the law. make it so it is a 2d arial view of the cars and streets. make it so you can choose different objects too. i.e. a mode called \'grand theft auto\' where you cahse around bad guys taht steal cars, another mode called \'streets\', where you just patrol streets and stop fights and do drug busts and everything. also have a mode called \'shops\' where you have to chase down bad guys that have just robbed a store. then, have one last mode called \'free for all\' where any of the above can happen, indtead of just one in preticular. you would get points buy how many guys you arrest. also make a more in the options menu where you can change it from night to day. in the day everything is normal and at night the only lights you have are on your car, the flash light you carry and the street lights. it is harder because you can\'t see anything. i think it would be really cool to see a gme like this.

yes you could do the \'grand theft auto\' part. i got this idea from watching cops last night, and the episode was called \'grand theft auto cops.\' and it is not what the game is based on, it is one of the modes you play, and you are not stealing the cars like in gta or gta3. but, it does not really matter because they are not goning to make a gmae like this anyways.
