guard at excavation site

I have chatted with workman got nowhere except told to get out of his paint can...now down in excavation site...
found dial, found room with broken door, found phone (called nico nothing there), found bin with garbage talked with guard..
now can not do anything...
any clues?????

Hi, you might notice there are two locked doors where the guard is. He might give you the keys for one, but not for the other, so you'll need to be resourceful here.

Hint: look at the door to the right and try to enter and then talk to the guard again.
